In preparation for the start of the 2025-2026 session of the North Carolina General Assembly, the NC10 Policy Working Group held a
professional development session in December on the campus of Johnson C. Smith University. NC10 PWG members were joined by
the Thurgood Marshall College Fund Governmental Relations team, who provided an overview of federal policy and discussed best
practices for engaging lawmakers. Dr. Gwynth Nelson from the South Carolina Institutes for Innovation and Information was on hand to
discuss her collaborative work with South Carolina’s HBCUs. Two co-chairs of the bipartisan, bicameral HBCU Caucus, Senator Gladys
Robinson and Representative Zack Hawkins, were also present to share tips for navigating the state appropriations process.
In April, leaders from The NC10 convened at the NC Legislative Building in Raleigh for HBCU Advocacy Day. HBCU Presidents and
Chancellors addressed members of the North Carolina HBCU Bipartisan/Bicameral Caucus, and each leader had the opportunity to
present their institution’s top priorities and needs directly to state lawmakers.
HBCU leaders also came together for a private roundtable discussion with Governor Josh Stein and Jasmine McGhee, Deputy Chief of
Sta昀昀 and Senior Advisor, at the Executive Mansion. The session focused on strengthening collaboration between the state’s executive
leadership and its HBCUs.
